The system device manager says that I have 2 radeon x300s/x550/x1050 series GPUs. Are these good enough to run, say, Windows Vista, Supreme Commander, Halo 2 PC, etc?

Those are entry level or budget cards and that translates to SLOW.
Some options (price vs performance considered):
Better = ATI HD 2600XT or Geforce 8600GT
Best = ATI HD 3870 or Geforce 8800GT

based off the previous answer you would probably be able to run them but would have to tune down your settings. i don't think that you would be able to run supreme commander very smoothly because it is a tolling game. Also windows vista requires more memory of all types just to run then any previous OS

You need atleast an ATI X700 or better to run Halo 2.
