On both the passenger and driver side doors one has to pull the door handle twice to exit.

Once to unlock the door...
And then a second time to open the door...

What function does this serve?
Who would want to unlock the door, but not exit?
Would this not pose a safely hazard?

BMW is fastidious when it comes to detail...
I am surprised that they would implement such a design feature if it did not serve a particular function...

STUDENT: On prior BMWs I've owned...the doors would automatically lock at 5 MPH and remain locked until I turned off the ignition. This way when I exited the car I'd only have to pull the handle once...

A lot of European cars have this. I know that Audi's and VW's have this same function. It's probably just an easier way to unlock the door to exit since you don't have to pull up on the lock. Also, this enables the lock to recess into the door, so someone can't reach in with a tool to pull the lock up to break in.

Just a guess being as I did not build it for you, but you purchased a car with side impact airbags in the front doors and a passive restraint system installed. The first lift tells the system that you want to deactivate the side airbag and the second lift opens the car door. It is an advancement in passenger safety. If the door opened on only one click then most likely the airbag would deploy automatically and you would have to pay to have the airbag put back in the door each time that happened. And on a hard turn, sometimes the doors do open on their own, not on your car in particular but on SUVs in general and that is why the passive system is there, to react even if there is no impact and protect you and your passenger. I am pretty sure that is why it is that way. You purchased a safety system on an SUV. Of couse, it is going to be annoying. : ) Now buckle up and stop playing with the door latches or you are going to have to be punished. No GUCCI for a month. ; (

So it doesn't open at speed?

If you accidentally pull it once, you can just lock it. If you pull it twice, you're suicidal.
