Every 10 years, the census bureau is required to count the entire nation. By using those figures, the amount of representatives to the House of Representatives is determined by state popular. It is then the states responsibility to apportion the states into districts that will choose the area each Representative is from.

This apportionment is highly political. If the state house is Republican the apportionment will favor the Republicans. Same way if it is Democratic.
