I have the solid amber orange light on the motherboard and on the power button I looked around and tried everything nothing fixed it.

there used to be a Intel Pentium 4 processor in the motherboard but I changed it and put in a Intel Celeron D into it. Could this be the problem?

When I turn on the computer, nothing happens but the fan moves and the solid amber lights. nothing on the screen.
the led lights on the back of the computer (ABCD) are all off.

What do I have to do to all fix this?

Those LEDs tell you "System receiving NO POWER"
If this occured RIGHT AFTER you swapped CPU, that'l be the likely cause.
Otehr than that, could be power unit.
