the bearings on the beater bar may need oiling or there is hair preventing the beater bar from turning freely.

I don't know what kind of vacuum you've got, so I can't give much in the way of help. If it is a Hoover or Eureka upright which use the round belts (looks like a big O-ring) I have found that people often put them in with the 90 degree twist in the wrong direction, so they often break or keep popping off. Check the bearings in the beater brush and make certain they spin freely. Also check the carpet depth setting, if there is too much friction between the brush and carpet sometimes that will wear out the belts fast.

If you don't have something wound/caught in the vacuum, it could be a poorly designed vacuum cleaner.

I get better results after cutting off the hair, string, cat toys, etc from the beater bar.

It might be because you have the wrong setting for the type of rug you are doing. There should be a dial for height adjustment.
