Just looked at the USDA site. The rule was revised a week ago changeing the inspection requirements from orchard. The orchard had to be inspected and certified free of citrus canker. The change allows for each lot of fruit to be inspected and if free of visible signs of canker may be shipped but must be treated with disinfectant first. So you probably should not be shipping any. Seems like an expensive way to get grapefruit when Texas produces so much of it anyway.

No. It is not legally allowed to cross the state lines in a shipment. People have been allowed to take a few home in their cars when visiting (very few per person-- I think 2 per person) otherwise it is smuggling.
Personally, I think Ruby Red Texas grapefruit is better than Florida's (sorry).

NO! The US Department of Agriculture regulations do not currently allow shipments of Florida grown citrus into Texas, California, Louisiana or Arizona.
