I Have A Computer Steering Wheel That Has 15 Pins on It.
The Top Row of Pins Has 8 on Top.
The Bottom Row of Pins has 7 on Bottom.

Well, I Have No Plugs on My Computer or Laptop that Support That, And I'm Not Sure of An Adapter, or Anything that Will Allow Me To Use It.

What you have there is an older steering wheel that hooked into the DB-15 Gameport of the computer or to the Soundcard of the computer.

Most motherboards these days don't have them because they are obsolete. The game controllers mostly run off of USB now.

If you really want to use the steering wheel you could pick up an older soundcard that has the MIDI/Gameport connector on it and hook it up there.

or

You could get a USB adapter cheaply off of Ebay. These can be used in both your desktop and your laptop computer.
