I have been in the hot tub a lot longer than that (like 6+ hours) and my skin sometimes gets the same way. He's not dehydrated, just his skin is. I would suggest a sponge bath with cool water and then lotion on after wards to keep in the slight water. Don't have him sit in a tub of cool water, because it doesn't soak in as well as a little bit on top.
P.S. You don't need to go to the doctors for dry skin! If everyone went to the doctor's for such minor things, there would always be mile long lines at the pediatricians!

When I do that I feel quite dehydrated. Chlorine also dries the skin.
Give him lots of clear fluids. Also try some aloe vera or coco butter skin lotion.

Perhaps you should be checking on how responsible his friend's parents are.
I prefer Aveeno moisturizers. He's going to need a good bit of lotion, after he takes a bath to clean off the hot tub chemicals.

Drink water and maybe use something like aveeno lotion or even Balmers Body Butter. They are really good for your skin. I'd be having a conversation with the friend's parents, they shouldn't even be letting their own son be in there that long!
