Almost all suck, but...the absolute best one, and my all time favorite sushi spot in general, is Warakabune. It's on Church between 15th and 16th. Get there after 6pm though. They open at 5, but if you get there too early, there is literally just a bunch of CA rolls on the boats.

The owner/sushi chef is a freshness fanatic and doesn't like his sushi sitting on the boats unless there are customers to pick em up. Personally, I like getting there a little early to avoid the crowd, then I just tell him what I want and he makes it for me. Probably not what you want to do since you specifically want a boat place, but he is friendly and willing.

My faves include the spicy albacore and octopus salad.

If you are, there are plenty around the Richmond neighborhood and in Japantown. In the Richmond, they have a place on 6th ave. and Clement Street. Geary Blvd. is also home to many sushi boat restaurants. Japantown has lots of different types of restaurants including sushi boat restaurants. You can try looking for some on www.yelp.com and search sushi boat restaurants or something similar.
