My rule has always been that I don't go out if it is:
*colder than -4F
*colder than 32F AND more than 18-27F of windchill depending on whether it is sunny or not.
(I think that's right I'm Canadian so I use metric -so 10-15C of windchill)
Honestly if I didn't go out when it was below 32F I wouldn't be able to go out from November to April and we'd kill each other.

Cold weather does not make a child sick.
Even though it's chilly outside, toddlers and children love to get out to breathe the fresh air and get out some of those wiggles. If it's -20 below, it's probably too cold, otherwise, enjoy!

Bacteria and viruses make a person sick, not cold weather.
You can get frostbite and hypothemia. You want to layer and cover those extremities (fingers, toes). Be sure to have a good hat on, most heat is lost through the head.
It's VERY good to get sunlight, the winter blahs are caused by lack of sunlight and so lack of Vitamin D. Just don't stay out too long and be nice and active out there.

Cold weather does not get a person sick but the dryness causes cracking in the inner nostrils and lowers the immune system a little to preserve the body, also cold germs survive better in colder temperature - these things can make the body more susceptible to colds if the child was exposed to someone who was sick or if the germs were lingering on something she touches.
I would try to stay in, I don't know how 26 degrees could even be enjoyable. Just go for a ride or a walk in the mall.

The cold weather will not make anyone sick, unless you mean hypothermia or frostbite. People get sick, like colds and flus, from viruses.
You can take a child outside in any temperature if you have that child adequately insulated.
I personally would not take a child outside in temperatures at or below 0° C (32° F) myself though. Frostbite can set in at those temperatures.

Cold air does not make a child sick.
If you feel comfortable, then she should too. If you are cold while walking, she is to.
I took my son 2 weeks ago for a walk, and in the first 5 min, I felt so cold, so I turned around and we came back to the house.

You get sick from being out side because of pneumonia not a cold. You can't catch a virus from the temperature. Just make sure she's bundled up but not so hot that she sweats that will just make it easier for her to get pneumonia. That's probably fine. Just don't go on too long of a walk.

I would say that temperature is too cold to take a walk in but to go to the car, to the store and such is fine as long as she is bundled up tightly. Best bet if you want to take her for a walk is to go to a mall or playcenter. Some malls have tiny playgrounds that are child friendly and soft mats.

Are you planning on staying where you are, for awhile? If she is growing up in a cold climate, her body is already adapting. Bundle her up and take her out, no longer than 15 minutes at a time. It's a pain to suit her up more than once, but she needs a couple of "fresh air" interludes per day. It's more harmful to stay in all day, day after day, in canned heat, than to get a bit of bundled up fresh air.

the coldweather may cause rashes on the face or something if not bundled up good enough.
i went for a walk with our 3 month old Thanksgiving day last year and it was about that temp out. I made sure he was very bundled up and the wind wasn't blowing on him and he was fine.
just don't be out for too long if it's really cold!
