I've gotten quite a few calls like that in Washington, for Highway Patrol groups, Fireman groups, Police groups, etc. What I tell them is they can send me their brochure but that I won't pledge over the phone - I want to get their information and check out their validity first. When I get it, I can look up the specific organization and see what their status is and where the money goes, and decide whether to contribute.

The only way you can find out if a request for money is legitimate is to contact the Office of the State Attorney or the headquarters of the MissouriState Police or your local barracks of the MSP. The request does not appear to be legitimate with the PO Box address.

It's almost certainly a scam, call the cops and check if they know about it.
