Yes, as can horses, deer or any hooved quadruped or they couldn't walk down hill provided there is adequate traction & space for their physiques. When there is a problem it comes in the size of the steps and the steepness. Stairs are proportioned for humans not cattle so a steep set with narrow tread can be impossible while a gradual set with plenty of tread are no problem. They can't come down a ladder but the terraced set of steps in the garden were no problem at all. My flowers & veggies were all they needed to disprove that concept.

Yes. I've had to install inclinators throughout my house to allow them access.

No. Their bones don't allow the movement that it needs.
