If she is 21, and provides a credit card and identity, she can rent a hotel room and you can go in with her. She is taking responsibility for the room, and you are legal age for anything you want to do in the room, besides drinking in some states.

It's not a matter of law as much as the policy
of the hotel.
They can decide it as they see fit.
