might be just as simple as this. You have a spyware! Get a program like Adware or Spybot to take spyware out. That might be your problem now that many spywares are known for opening windows, not just adds but anything is annoying.

I think it is because you have Microsoft OneNote installed on your PC and it is popping up a blank document. Try reinstalling it or uninstalling it if you don't want it. (To get rid of it whilst you are doing this, press Ctrl+Alt+Delete and end the process that is called OneNote) If you do not have OneNote, do a full system scan with your security software (Norton, McAfee, AVG, Nod32 - Whichever one you have)
If you do not have one of these installed, buy Norton 360, install it if you can, and run a full system scan.
If you do not want to buy a program, download AVG Anti-Virus, Spybot Search & Destroy, ZoneAlarm, CCleaner and AdAware SE. Run scans with all of these. If none of this works/is possible, take your PC to your local PC firm.

not 100% sure..
maybe its something in your start up starting up ya browser..
try pressing F11 .. if it shows you an IE window, its a browser window. they used to do that trick with ISP's when you were setting it up..
try
http://www.filehippo.com/download_ccleaner/
tools > startup
see if anything odd is listed and remove it.. also try the registry tab... scan it till u get zero errors..
reboot
hopefully you have decent security software
get zone alarm + avg + spybot also off filehippo.com if not =)
and do a full scan with avg + spybot .. see what it finds.

Congrats, you got a virus.
If you can, download a program called AVG antivirus and run a full system scan. If its not possible to do it from your computer directly, take your hard drive out and hook it into someone elses computer that has a good antivirus installed and run the scan from there. Send me an email if you need any further assistance.
