The title is in my friend's name. Her and her (irresponsible) mother are insured to drive the car. If her mother gets into an auto accident (she has already had a DWI), will my friend be responsible since she is the owner of the car?

All states have laws making the owners of vehicles responsible for all damages resulting from operation of the vehicle -- regardless of who is driving.

As long as the Mother is insured and has a valid license, it is her responsibility. The insurance company would probably raise the rates if she has an accident while drinking.

The mother will be responsible for her actions with the law, but the friend's insurance company will be responsible for collision and liability issues.
