It will pretty much overwinter itself. All you need to do is keep it from being exposed to freezing conditions. The leaves will drop when the weather cools off. You can keep it outside, in a place that is covered to prevent frost from getting to it. You'll need to watch the weather closely and if the forecast calls for freezing temps, you will need to move the plant into an enclosed area such as a shed or garage until the weather gets above freezing, then you can move it back out. In late winter or early spring (late Feb-March), you may wish to prune back the branches to about half, this will encourage new growth in the spring and added blooms. Also, remember to water it, even though it is winter, your fuschia still needs water at least once a week. Hope this answers your question.

Keep it in it's pot and bring it back inside for the winter and make sure that there isn't any bugs, if there is mix soap with water but not too much and it will kill the bugs.
