*DO NOT* pay $4,000 to get your book published. That is an ungodly sum, which you will never make back through self publishing.
If you really do believe in your book, keep trying with traditional publishing.
But, instead of submitting directly to publishers, query agents who represent the type of book you have written. An agent will have much more success selling your book to a publisher than you will. They have personal connections, know much more about what people are looking for, etc.
Yes, Amazon and B&N.com will sell your book if you self publish, but it will not be on any bookstore shelf. Anywhere. Bookstores do not buy self-published books. Period. The publishing company has no interest in selling your book--you've already paid them.

april, there's good advice here already, and I hope you'll heed it.
Giving up on traditional publishing after two rejections? Silly.
The reality of vanity presses like Tate is that you will sell about 2/3 to 3/4 as many copies as you have friends and family. Some will order those copies from retailers like Barnes & Noble or Amazon. Your total sales will reach 60 or even 100 if you're popular and active in many facets of your community, but could be as low as 6 to 10 if you're a homebody.
That doesn't mean your book isn't good. That's just the facts. If your goal is to hold your book in your hands, self-publishing might be all right--but you can certainly get a better price. If your goal is to have a children's book that thousands will enjoy, forget self-publishing and learn a whole lot more about real publishing, including what it takes to succeed.
Once place to learn is AbsoluteWrite.com, where several of the regulars have kids' books in print.

You do understand you'll get bliked unless it sells really well.
Pay is anywhere from 25 copies to 5 copies and $500 in advance
The rest is up to sales and yo are expected to help promote
You need to walk it around to sunday schools, pre schools
you need to do cable access, local TV, send out press releases
How many copies was the $4,000 set to buy. Hard cover or paper back
what size, trade, 5x7 or 8x10
$4,000 for 1,000 copies is not a BAD deal, especially if it comes with a ISBN bar code
But you can probably find a small print house who can do the same thing for $2,000

I have receive a contract from SBPRA THEY ARE ASKING ME A PUBLISHING FEE FOR $1495 THEY SAY AFTER THE $250.00 IS PAID THEY WILL FULL PUBLISH THE BOOK, MARKET AND SO ON. Have you heard anything regarding this company?

If they're asking you to pony up cash to publish it, then it's a scam. Keep trying with traditional publishing unless you want to be out 4k and nothing to show for it.
