What's Mexico got to protect its borders from? Americans wanting to go there in droves? Or the Mexicans trying to get out in droves?

Geez. HE needs to spend that money HERE to protect our borders. Even being at war those borders should have been secured a long time ago. How will we know these countries are going to use the money appropriately?
