It does blow gas back out the carburetor, on the front of the mower. If you choke it a little, it still runs and still blows gas. I took the carb apart and it was clean. I put air on the float, and blowed through it, and it shuts and opens, when you move the float up and down. I checked the key, don't looked damaged.. Could I be loosing compression on the compression valve? Why would gas blow out, looks like it should be sucking in to the piston chamber?

What should the compression be, and what should I torque the head bolts back, and the rocker arm bolts?

Its still the carb thats the problem - it shouldnt spit gas out at all. The carb cant be cleaned by blowing air thru it - its needs to be soaked in carb cleaner bath or individually with a can of carb spray. More then likely the needle seat is worn and needs replacement.
Once cleaned and reassembled, it needs some adjusting on the fuel mix screw and the air mix screw ( both turn in till bottomed and out 1 1/2 turns to start then adjust when running).
Since its spitting gass all over, you might want to chaeck your oil for gasoline- when it overflows it spills into the motor, thins the oil and gives a high chance of blowing it up - change it regaurdless. DO not mess with the governer - unless you want to buy a new motor. Revving higher then 3600 rpms will definitly destroy it

Sounds like it may have a carb jet setting issue. When you say spits fuel, do you mean out the carb throat, like out where the air goes in? Check the governor return spring, the choke operation and the throttle control. If the carb has a float, I'd say it's stuck open. Is it hard to start? Does it rev up on it's own when it does? You need to explain more in depth.
BTW, you can change governor spring tension to increase the output very easily. Most companies 'detune' their engines that way so they fit a Horse Power category.
