What are the strategies & partnerships that international governmental & non-governmental agencies should use to reduce global poverty?

Poverty is by and large an institutional phenomenon. To end poverty, a country must adopt institutions that protect property rights (and not just the elite's, but everyone's) and allow for speedy and enforceable dispute resolution. It also must curtail abuse of power by government officials, armed forces, and police agencies. The problem is, many countries are headed by abusive government officials, who are in no hurry to curtail their activities. So, realistically, the only thing an international agency can do in this situation is wait for a regime change, lest it wants to be accused of attempts to overthrow the government...

They may first start with what they started and exposed about the United Nations documented in stealing trillions of dollars!

the WTO and the IDA have negotiation meetings called rounds in which try and convince developed countries to reduce subsidies to e.g. in agriculture to their farms...and to reduce import tariffs. this helps less developed countries as it means world trade is a bit more liberalised and therefore they have a change of increasing their own trade. this is better in the longer-run than just aid.
There is alot of imformation on it on Wikipedia. trade liberalisation is a good one to look up.
