you can make a drinking game kit with all the tools for playing drinking games (plastic cups, ping pong ball, deck of cards- whatever)
they have these good drink buckets you put in the freezer to make slushie margaritas or other drinks (I've seen them at Target and Bed Bath & Beyond) pair it with the bottle of booze needed, some straws and glasses to go with it.
Martini mixes (Roses makes good ones for like $5 each) and vodka, shaker glass, martini glasses, bottle of olives or cherries, toothpicks with the little fringes on them
book or tools need to brew your own beer/make your own wine
anything bar related like a bar sign, or neon light, coasters, little cutting board, wine stoppers, shot dispenser, wine bottle chiller or one of those good bottle openers
how about a gift card to a bar?
a drink recipe book
otherwise you can always make a gift basket with wine or beers and little snacks like beef jerky, cheese and crackers, sausage, chocolates, smoked salmon, pretzels, pub mix, whatever you want.
you can do a big drink tub full of differnet beers from around the world.

You could get inexpensive martini glasses and handpaint them. You could make a basket out of them too. Get like 4 glasses, and go to the liquor store and get all the stuff to make thier fav martini. You could even go to Target and get the martini mix's (i do NOT recomend the pomegranite lol) Then stick some food that could go with it in there. For example you could do a dirty martini basket and put in the glasses, gin or vodka, vermouth and a jar of olives and then maybe a thing of good aged cheese. It could turn out to be a really cute basket.

If you have a cook in the family or some one who likes to experiment, try a microbrew kit. Some of them run about $30. You might also try an exotic wime or beer that the person has never had.

I recently saw a checkers set where the pieces are shot glasses (which could be filled with anything, not just hard liquor). Very different, and I think it would fit in your price range.
