How do I train a two year old dog? ( Sorry but noone comes to pets)?

He's hyper, playful and disobeying. He's a small dog and, mixed breed (poodle/yorkie) and looks like a shitzu. He's annoying too. The only people in the house he's afraid of is me and my dad, but he loves me more. I hate it when one of us walk him and he some how gets off his leash and starts running. Then when we call his name he stays were he is. We chase him and it'll take like 10 minutes till he gives in. Sometimes the same thing happens when we open the front door and he runs out. We keep him outside in our backyard. He's only potty trained to using newspapers.

He's also afraid of rolled up newspapers, so will it help me train him on how to obey?
Were can I get info on how to train him obedience? I thought I knew how to train him, but I figure theres something wrong with how I train him that he wouldn't listen to me.

1st: if he is getting off of his leash, it is too loose.
2nd: don't chase him, he thinks it's a game
teach him to sit. say the command and push his hind quarters down. if he gets up right away, repeat the process.
walk away (not too far) tell him to stay. if he gets up, walk over to him, tell him to sit, then stay, and walk away.
do all this in a confined space, so that he can't run away.
only keep him in the sit/stay mode for a few seconds. when he does it, give him lots of praise and an occasional treat. work on those for a few days.
then add calling him to you. you might need a treat for this.
getting him to potty outside will just take some patience. first thing in the morning take him out.
walk him to the place you want him to go, using whatever command you choose. (we tell our dogs to go to the back) if you don't want dog poop all over your yard, you will have to walk him to the spot you want him to go. it might help him know the spot if you spread kitty litter (not the clumping kind) over the area. if he has already gone on the paper before you get him out, take that paper and lay it outside where you want him to go. (with something on it so it doesn't blow away)
take him outside about 6-8 hrs later and wait for him to go. when he does, praise him. then do it again in another 6-8 hrs.
this getting him to go in one area may take 2 months, but it is sooooo worth it.
i have 2 rottweilers and a toy poodle. they go in an area about 8'X6'
if you get lazy and let him out before he is trained to go in one spot, he will smell where he went and go everywhere.
if he is afraid of you, he might have been abused or maybe he just hasn't gotten used to you. give it time.
the running out of the door will stop when you have taught him to sit/stay.
you can also teach him to lay down by gently pushing him down while saying the command.
this sounds like a lot, but he should know the commands within days.

Hitting the dog with anything is a big no-no.
Cesar Milan (The Dog Whisperer), has several great books and DVD's out there on dog training. And it works on any age of the dog. Your dog is still considered a puppy at 2. Sounds like typical puppy behavior.
The first thing Cesar would tell you is that the dog is probably bored because he isn't getting walked enough. Cesar advocates exercis and discipline first, then food and affection.
If you can't find any of Cesar's stuff, go to his website on NGO )Nat'l Geographic Channel, or amazon.com.
Also, places like Petsmart and Petco teach basic dog obedience classes. They charge a nominal fee, but that might help also.
