First of all, the 3000gt is a pretty complex car. I worked at a Mitsu dealer for a couple years and if I had a nickel for everytime someone brought one in that "their" mechanic couldn't fix, I would have a fistful of nickels.
Recharge the battery
I recommend first to try an idle relearn:
- Turn off all loads. blower, ac, heat, radio, wipers, etc...
- Turn off car
- Disconnect battery for 20-30 minutes
- Reconnect battery
DO NOT TOUCH THE GAS PEDAL!!!
- Start car with all loads off. Do not hit the gas
- Let car run for 15-20 minutes without touching anything. Windows, steering wheel, radio, gas pedal etc...
- Turn car off
The idle relearn has been done.
If this does not correct the problem, I HIGHLY recommend taking the car to the dealer and coming off of the couple hours diag time.

I do not have a wiring diagram for your vehicle in front of me, so I cannot say for sure, but here are some ideas.
1) A faulty alternator from the store.
2) Some vehicles are equipped with what is called an EVR (Electronic Voltage Regulator), which means that the computer controls the pulse width for the rotor to determine the amount of charge the AC generator puts out. If this is the case, I would be tempted to believe the mechanic you had diagnose it originally did not take the time to find this out and test properly for it.
3) MAYBE an extremely worn out belt, but a mechanic should have seen that when he checked it before.
4) High resistance in the circuit. Check every connection for corrosion and check to ensure the grounding strap is clean and has a good connection.

My best guess is that your belt is slipping. This would explain why the alternator is putting out more volts at idle than cruising. The battery has probably been drained because of this. Fully charge your battery (low amps-overnight would be best) since a low battery can make your new alternator strain to keep up.

Sounds like the rebuilt alternator needs rebuilt again.
Take it back to the mechanic, if in fact it is the alternator, then the part should be covered under warranty, although the labor probably is not.

It sounds as if you have :
A-wire grounding and causing short
B-You got a faulty alternator ( they can be faulty) new or used.
C- a constant hot wire is grounding out?
