My walls are soft cream color and I want to paint them blue, the paint right now is oil based, its too shinny, I want to paint them with a flat paint, I think looks better, I want to paint them blue, do I need a primer? and one more thing, since I am in a budget, what would be an affordable paint???? thanks.

After applying thousands of gallons of paint over 40 plus years; I'm pretty amazed that an oil based paint was used for interior walls. No offense.

Certainly you can perform an easy test with any color latex; to see if the paint separates; etc. over the oil base.

KILZ and Zinzer both offer an oil based primer; that accepts latex after the fact.

Please don't use FLAT. It will probably cover; but is far more porous than other sheen levels, and that equates to POOR "Cleanability". Go with Satin.

HD sells Behr as a store type brand. Lowes sells Valspar. Both are acceptable for interior work; and Not as pricey as Sherwin Williams; etc. I use Porter Paints or Color Wheel paints; more designed for the trades; but I know this much...The customer is ALWAYS right; even if they aren't.

You should be able to buy either store fave, at less than $20 per gallon. The primer might cost similarly. Coverage might be anywhere from 300 sq. ft. to 450??? AND that depends on method of application, and NAP of a roller; which I suggest no less than 3/8.

If you don't prime, the latex flat will pull back on the gloss oil. Use a shellac-based primer and two coats of flat paint. I use Sherwin Williams, the Behr brand that Home Depot sells does not last.

By the way, it's spelled: SHINY.

Yes. Whereever you like to shop, they will have a primer that will adhere to the existing surface, you may want to tint the primer to the final coat. Flat paints should range in the neighborhood of $15-20/gal. In paint, you get exactly what you pay for. As far as a preference, I prefer PPG paint, Manor Hall line.

Home depot's paint ask them which is the cheapest and they''ll give it to you!
