During Andrew Jackson's administration, congress passed a new import tarriff. Several states objected to it, including South Carolina. The government of South Carolina declared that their state was a sovreign entity and that the federal government had no power to impose an act on the states without the individual states' consent, therefore the tarriff act was null and void in South Carolina.

Jackson threatened to muster the militias of the rest of the states into federal service and send them in to enforce the tarriff act. Things eventually cooled down before it got to that point.

If the crisis had not been resolved peacefully and Jackson had used military force to subdue SC then the result might have been civil war. Then the American Civil War really WOULD have been over the issue of states' rights instead of slavery (the way southern appologists incorrectly say that the real civil war was).
