Thinking in a purely practical way, I'd say Mrs. Claus.
Frosty's weight issues will be taken care of when it gets warmer and it begins to melt.
Santa is obese, yes, but he gets lots of exercise on Christmas going around the world and in and out of chimneys--he must be in okay shape.
Mrs. Claus, on the other hand, stays home and bakes cookies. To our knowledge, she gets very little exercise (unless she's been walking the treadmill at the North Pole Sports Club).

Frosty will melt at the end of winter anyway.
Santa needs the insulation for his trip on Christmas Eve.
Mrs. Claus is the only one who doesn't have a reason to be overweight.

Mrs. Claus because she doesn't need the extra fat to keep her warm, then Santa, and then Frosty. Frosty doesn't need to worry too much because eventually he will just melt away anyways. :)

I think Santa because they are lots of kids who want to give him more and more cookies with milk. He has to have a diet after christmas... :)
