Yes i always do,the hot water cylinder for the central heating is in my room,and is very hot that's why i keep the window open no matter how cold is outside..

I don't use an ELECTRIC FAN in the WINTER time -- so why would I need to keep the window open?!?

Nope I don't. In winter I keep all my windows closed air-tight. You'd be frozen by morning if you did that where I live...
