If I have 2 graphics cards in my computer (one for a monitor and the other for a TV) would I get a prompt on the monitor screen to switch between cards?

probably not. If both are active, it would be like 2 halves making a whole.
on a Windows computer, In control panel-display-settings-advanced there would be a choice of which card to use, or both. I don't know macintosh

I don't recall seeing many seperate TV monitor cards, only combined cards that have like an s-video output next to the monitor output

I believe you'll need a DUAL video Out to output to 2 devices. Not 100% sure, but I believe one would overtake the other and you'd only output from 1 video card. In other words you won't get any message asking to switch
