Ebb and flow are words used to described tides. Managing the Earth's water cycle is beyond our current capability and will remain so for eons, assuming we survive that long. Future generations will migrate to water sources just as our ancestors have done since the beginning of time. The water supply of the planet is very stable, but local sources shift, sometimes gradually, sometimes abruptly.
