This depends on how your playing the song. If you playing an instrument then yes you can set your tempo to what ever you want.
If your using a record. or tape or other analog media then yes but the sounds will be lower then normal and much more drawn out.
If you are playing a Cd or Other digital format and you mean to physically slow down the media then no the players require the data to be spinning at a certain speed to be able to read the data.
If you are talking about an Mp3 or other software driven data then it depends on the software.

All classical muicians know that playing a piece at half or double speed adds variety to a composition.
Remember the old gramophone!!
You could play a record of 75 RPM at 45RPM or 33RPM.
