I'm going to guess you are talking about US banks.

Many large branches do offer foreign currency exchange but many smaller branches do not. Try calling a few banks in larger cities/towns near where you live to find out if they can exchange currency. There will be a fee involved.

If you want to change euros to dollars most medium size banks & large banks can do the conversion.

yes. but you need to pay some fee for the transaction or get a widen spread of exchange rate
