Thats plenty of memory (RAM and Harddrive memory) to just surf and pay bills. The only reason why you would need more than 250 GB and 1024MB ram is if you plan on downloading stuff off the internet or playing advanced video games. You'll also need a good graphics card for gaming. But since you didnt say you were in to gaming don worry about it. Just explaining different needs.
You also have to take into your processing speed. If its a new computer I'm sure its at least 1 gigihertz processor. I dont think they make new computers lower than that. Even the bare basic new computer is made to do what you are asking.
As for keeping your computer running fast, buy windows washer. It is a program that erases internet garbage (cookies, temp files, history, ect) so your internet speed will stay high and you wont waste memory.

If you just want to surf the net and pay bills on line then pretty much anything will be fast enough.
In fact you might be buying too much of a computer (although it doesn't really hurt to buy a better computer then you need, except for you paying a bit extra).

Almost all new computers will be more then needed for just your avarage surfing.
But those two items are only two pieces of what makes a computer.

um your going to have to give mor info
but um that shouldnt mater what maters
is that you have good internet
and if you want the best get a duo prosseser
it keeps your computer itself fast (wont effect enternet)
and what ever you do dont, dont ever get vista it suks
