I need to get a printer that can print crack and peel, 5-inches x 3 inches.
I need to print 100,000 labels a month crack and peel.
I need the printer capacity to be able to do a clear coat paint over the labels because I have to use these for a beverage product that has to be water resistant.
Is there a printer that can use spools as well? ( round rolls of paper ) Its not a necessity to use spools but it would help when peeling off the labels.
So we are talking self adhesive peel off labels.
I will be using foil paper.
My concern is that I do not want the ink to run or smudge.
I need a shinny finnish.

Nothing in the "domaestic" or "small office" market will do what you need.
100000 a month is a LOT of labels so you are really lookng at a professional product, so I'd suggest contacting some professional printing solution providers in your part of the world, explain the needs see what they have, or contact a local printing house see if they can help. Might be as cheap to outsource the printing to someone that already HAS the right equipment !
