It's an appelate law term. (Apealing a criminal conviction is appelate law)

It's the level of doubt that leaves an appellate court unable to be confident that a conviction is valid.

Think of if it as if it's when the level of doubt is such that it seems that it's humanly impossible to decide one way or another.
