VBR is Variable Bit Rate. This means the bitrate fluctuates throughout the mp3. I would choose a VBR over a low-bitrate mp3 because chances are the VBR will peak over 64kbps at times.

If possible, try to get a at minimum 128kbps. That is equivalent to an FM radio. 192kbps is near cd quality. Any higher is just a waste of disk space.

M3U are mp3 playlist files.
