it usually means thats when everything has to be postmarked.. but some it has to be in there by then.. just play it safe and turn it in a week early or soemthin!!

They mean that the deadline is that day, not the day before. However, you may need to turn things in before a particular office closes that day, so make sure things are there by the end of the workday, not midnight!

The same day ... till 11:59 and 59 seconds ... I know ... unless a specific time is given with the date.
