its a valid form of id, but not a valid license. check with the local dmv for a temp license. there might be a problem without you having your native country drivers license. but you should probably check. on the other hand, you could probably just go for it and as long as you dont have an accident or get pulled over, nobody will ever know.

You can drive in CA with a valid foreign drivers license so long as you are a "visitor".
You cannot get a temporary drivers license from the CA DMV if you're just a visitor, sorry.
Your best bet is to see about getting a temporary proof of license from your countries embassy or consulate.

You cannot drive with just a form of ID. Not everyone who has a passport is entitled to drive. You need to have a driver's license on you. CA recognizes all foreign licenses. I suggest you call your country's licensing agency and ask them to mail you a temporary replacement.

No. Call your consulate to see what people usually do in your situation. I once lost all my IDs in Europe and travelled all over the place using a letter from the U.S. Consul which said I lost my passport and IDs and was waiting for replacements.

Uh, uh, no way and no how. They have no way to verify your license. If pulled over you can be charged, jailed and either way they may tow and impound the vehicle.

As ID yes, but it doesnt do anything re ability to drive, so that part is sticky....if you go to a calif dmv they can give you a temporary permit to drive....
