Ok I have 3 hard drives on my computer the C,D and the E. Now the C is the primary hard drive and the D is my reparition/recover hard drive however I have a completely free E hard drive at a 298GB capacity. Can I install or move program files to this hard drive. To free up space on my C Drive?

Yes of course you can install new programs on your second or third hard drives but when you are installing it is good practice to create a folder giving a distinctive name so that you can install more programs as you desire and it doesn't look messy.
Moving programs files from previous installation folder here C://program~files from another folder always doesn't work. Only few programs mainly small programs do function after its installation folder is moved. So if you want to move any of the previous installation folder from its original place like C://program~files, it's better first you remove the existing programs and re-install it locating it in the hard drive you want to install.

by all means yes, you can install any program aside from the root drive C:. if you are prompt during program installation of no folder or file, click yes to make one. ensure to check the box of Create A Desktop Icon during installation

In fact, you can even have two (2) OS (windows operating system) -- one in drive C and drive D. That is if you know how to do it.

yes you can install programs on any of the harddrive in which you are having free space.
