First send him a nice email at his work if that is possible and tell him you're thinking of him and happy anniversary and you love him. Or, write a note With sweet stuff and put it in his pocket or car before he leaves for work or write it on the mirror (happy anniversary, i love you)so he sees it brushing his teeth.
When he comes home, make a nice dinner for two if possible with candles wearing something sexy and give yourself to him for dessert after a massage by candlelight and music. Let him know its been a wonderful 8 years and you love him as much today or even more than the day you said your vows. If you have your vows handy, recite it to remind each other how blessed you are to have one another and together with love you can overcome anything.
Shouldnt cost too much for this day except a BIG expenditure of Love, thoughtfulness, food (dinner) and candles. Dinner doesnt even have to be anything fancy since you'll look so sexy he wont really care what he is eating and will just want dessert (you). Congratulations and i hope its wonderful.

Whatever you do, give the man some warning. If he is really stressed out, he may not be up for expressing the kind of WOW response you're looking for and you may bust out in tears if he acts indifferent when he is really just tired and puzzled at why the house looks different tonight or what does that expectant look on your face mean. My husband is very romantic in his thinking & behavior but would rather go to the dentist than get suddenly put under a giant spotlight of "You had better appreciate all this trouble I went to!!"

Try thinking of his interests this anniversary. Fix his favorite meal, place on a romantic table setting(candles, best china, etc).Pop some popcorn after the dinner. Get your best glasses and pour his favorite drink. Watch either his favorite sports program or movie and settle in together on the couch. When you are finished forget the mess and drag him into the bedroom and wow him with a nighty he hasn't seen in a while and surprise him with a little valalala.

My suggestion would be to focus on the romance side of things, and start to try to re-kindle your exploratory nature in the bedroom that you had in the early part of your relationship. For example... One day ask him what he greatest fantasy in the bedroom is (excluding other people of course)... And then on your anniversary, you cook a memorable dinner, drink a couple glasses of wine, embrace him, and then the two of you go off to the bedroom to play out the fantasy... Meaning, it is just about the two of you... For that night, nothing else matters...
Good Luck!! :)

Can't help you with the food, but as for music, oldies can really bit a hit for the romantic times. "Time after Time", "Ava Adelle", anything from Roy Orbison or Don McLean ("Vincent", and I always thought "American Pie" was good). Even a bit of romantic Elvis stuff is great. Good luck!

Use the memories. Put old pictures of you two up around the house, or in the dining room. Have a nice dinner together, either at home or at a restaurant, depending on how much you want to spend. Maybe go ice skating or to a movie, reenact your first date or rent a movie that you two share a special memory about. Make sure that he knows you love him.

A candlelight dinner with romantic music. His favorite home cooked meal and his favorite desert (you).
Before the candlelight dinner, you could give him a nice massage.

Write him a love letter or poem and put it in his pant pocket before he heads to work. My wife has done this for me on many occasions and it made my day. It shows you still do love and care for him.
