I purchased a hot air balloon ride for my wife and I for her anniversary and we have never been able to use it. We have gone mulitple times to 'fly' but each time the company cancelled on us. I have lost time from work for this and I am tired of dealing with them. I know I will never get to fly and I am upset and don't want to go with these people.

Can anyone let me know if there is a consumer protection policy in the state of washington that will allow me to get a refund. We were never told that we could not get a refund in the beggining and they have no such policy on thier website but they now claim that they do not have to give us any refund.

What action can I take to resolve this? Is there any law that protects me in the State of Washington?

First of all, read your contract. Under what circumstances will they refund your money?
If you never cancelled an appointment, you should be able to get your money back. Contact the BetterBusinessBureau and file a complaint. If they don't cooperate, you may have to take them to small claims court to get your money back.

Hot air baloon rides?? Due to safety, they are often cancelled due to weather conditions.This is something which they have no control over.
Sorry, no refund.
