A clean and new electric razor cuts pretty close.

It is rarely painful -- and you almost never have cuts. I only say "almost" out of caution, but I have never had a cut from one.

The main negative is that they are often not as close as a blade and they are initially more expensive.

An electric razor traps a whisker and secures it while a miniature blade cuts it off. The trick in designing an electric razor is making sure that it does not trap any thing but whiskers. No an electric razor is not painful and you want get cuts from using one unless there are extreme irregularities in your skin surface.

My 3-headed Philishave is great, and it's washable. But it can give me slight razor rash, which is sore, so I use a pre-electric shave lotion every time I shave, and this sorts out the problem.
Electrics don't shave as close, but they're so much more convenient. Daily shaving is a chore, and anything that makes it quicker and easier must be good.

I have a remington electric razor, it's very convienient (no lather) I have never cut myself, but if I push too hard, it irritates my skin and turns it red, but I have sensitive skin.
