Law and Order Font help?

I have the Law and Order font (Fritz Quadrata)

But how do I make the the outside of the letters glow colors like the red and blue on the Law and Order title?

Please Help soon.

You'll need image editing software for that (i.e. GIMP or its many freeware alternatives...or you could buy Adobe Photoshop or Paintshop Effects).
