The Charges are:
1. Uttering forged Check
2. Petit theft $100.00 or more but less than $300.00

I thought that a warrant would of went out and when arrested they could bond out and then start court proceedings. Help me understand what this Procedure is with out a warrant being issued.

You don't have to be arrested to be tried, just notified of the charges against you. You have been summoned to court to answer the charges

It means you have to appear in court. They don't HAVE to have a warrant. A warrant just gives them a right to search and/or seize something from you. (or arrest you)
