I don't think the tide could ever go low enough to expose rocks anywhere near New Orleans. The Mississippi Delta has been piling up sediment in the Gulf of Mexico basin for a very long time. This sediment is sand to very fine grained clay in size. The only rocks that could be in the area might be limestones, but they only form in the absence of siliclastic sediments.
