I am trying to make some fake rocks or even a container that looks like rocks that i can put water in. Does anybody have any suggestions how what material I can use to make these rocks? It also has to be non-toxic, ie. won't harm my pets.

Check out Milliput. http://www.milliput.co.uk/home.htm

You can get it on Ebay.

I used it to make some rock structures for my rep.

It is soft and you mould it and then leave it for a few hours and it sets hard like plastic. It is waterproof and non-toxic. I believe fish keepers use it to make coral structures too.

If left smooth, it is moderately glossy, but you can just rough up the surface before it sets.

The only problem is the cost. It like £5 for a... erm... Mars Bar sized amount.

You can buy rock-like containers from rep shops you know...

You can use a spray foam such as the brand "Great Stuff". Use the minimal expansion version and shape it the way you want as you slowly spray it out. Be careful, it is very sticky and will stick to your close. Try doing it on a way paper and maybe even spay a non stick cooking spay on top of that. It dries in a couple of hours and you can sand it to get a little more shape from there. The nice thing is it is very light and no matter the size you can pick it up.

Have you ever been to a "Ceramic Place?" There is one down the street from me. Basically you go in and pick out something you want to paint, everything from cups and bowls to dragon figurines to little racing cars, etc. (Don't worry, the paint is basically made from dyed sand) Then you paint it however you want, maybe put a name on it or whatever. Then they glaze it and fire it, usually takes about a week, and it comes out your very own ceramic. Which by the way is pet friendly.
I made a food dish for my guinea pig there. They may have different names, but you could probably search for one on the internet.

This link should give you some ideas: http://www.cichlid-forum.com/articles/diy_list.php You just have to go down the page to "Aquascaping".

These are designed for use in fish aquaria, so some (like the foam) may not be suitable if you're planning this for turtles which could bite or claw it.

use concrete slabs, or pieces of flat stone, and sink the container in teh centre... we used a washing up bowl and a load of broken slabs for our iguana... and when he got 3 feet long, we had to change it for a purpose built water tray... he (newton) was around 10yrs and five feet 6 inches when he died... dont let iguanas eat rubber plants.. they love em, but it kills them... sadly
