I know someone that has signed over all parental rights..name was never on the bith certificate..and the ex would never let him see the kids anyways because she doesn't like his girlfriend. They have been to court already for the signing over the rights..She's also said that she doesn't want any money from him..now she's trying to get child support..Does he still have to pay it??

Nope, she can't get it if his parental rights were terminated by the court AND no decree for support was entered or extended at that time.
