It sets a tone and lets you know the "theme" of the show. An added benefit would be that you can easily remember and sing along so you will always think of the show when the sound of the theme is played. Everyone knows Gilligans Island, the Theme from I Love Lucy, All in the Family and even the music used for the three stoogies. You hear the music and you memory takes over and reminds you of a time that you watched and enjoyed the show. And by the way, 60 minutes uses the ticking of the watch to to the same thing.

It makes it more memorable and separates 1 show from another. When you hear the song in the future, it will bring back memories of that particular show as well. Essentially, you identify easier with a theme song rather than without.

It helps bridge between the opening scene and the up coming comercial. Also it's like an audio logo for the tv program. Case in point. Who Are You by the Who is the entry for CSI: Las Vegas.
It's an introduction to the program. And because it uses the same theme over and over again it's etched in the eddy's of your mind.

So that it may be identified, if you hear the song, but haven't seen the TV as yet. It also sets the mood of the show.

It describes the show, catches your attention (especially if you like or know the song, you may think it is a music video), and it gets the artist more fame.

Probably to get more viewers to watch. It also makes the show better for some unknown reason.
