hey i'm filling out an application. if something is due by december 3 does that mean you can turn it in on that date or it has to be turned in before that date.

If it is "due by", that means they must receive it by that date. If your bill is due the first of the month, they must have it in their possession by that time.

Simply mailing it on the first of the month would not be acceptable.

It means that it must be turned in ON OR BEFORE that date. If there is a time specified, you must turn it in at or before that time.

is due by means that an obligation must be fullfilled on certain date or any date prior to that.
