Not to just drive one, but there are a couple things to remember. ATVs are very rarely designed for on road use, so be careful and don't feel like you're driving a car, cause you're not. Just about everywhere requires a helmet to be worn. A lisence is required to drive on public roads. In many states, it is illegal to drive on any public road. Some states allow them on any road, and some states only allow them on certain roads like unmarked roads, or residential areas. There isn't a special lisence, although you might have to get it registered if you're looking to ride on state property. One more thing to remember is that there are rider age limits for individual ATVs, abide by those, not only will you be safer but also if you plan on driving on public roads, you best meet the age requirements for your vehicle.

Four wheeler is easier, two wheeler is much much safer, on a four wheeler if you roll youre pretty much screwed as you will get crushed. Two wheeler is almost as easy to, if you know how to ride a bike you can ride 2 wheeler.

If driving on the road, depending on the engine size... i think you need to have it registered (basically same process for getting plates)... And you will need a licence to drive it on the streets, depending on the engine size, etc... I know that i got busted for driving a gokart from my neighbours driveway, to the back of my house, i live in Frederick Colorado.

No, but if you plan on riding on public land you will have to get an offroad sticker for the ATV.
