It doesnt do much good....nor does the threat of court, he does what he wants...and if he did ever go to jail his daddy would bail him...what to do?

No...he just wont bring them, NOR will he let me have them when i drive to get them......either way, thats not the deal at all....! It is HIM being in control and saying he is taking them to this function or that function when they are supposed to be with me. I have full custody, he has them one day a week and 2 overnites.

Well, since he doesn't care about your feelings, don't worry about his. I don't believe that parents should fight in front of the kids, nor do I think they should say things to the kids. However, you may have to find a neutral way to discuss when adults disagree over what's best.
That said, the next time he doesn't return them to you when he is supposed to, issue an ultimatum. Deliver the kids now, or you will go to where they are with the police. Then do it. I don't care if they're at the theatre, a family picnic, a business function, the ball game. Have your papers ready to prove custody, have a list of when he didn't do what the court said and ask that this be enforced, now.
You usually only have to hit someone over the head like that once or twice to get their attention.
My concern is how he will/might retaliate. Is he the type who would kidnap them and take off?

Do you have full custody of the child? If so, call the police for sure. Make sure you have your custody papers ready because the police will (should) want to see them. Even if you don't have full custody, call the police. Don't ever wait ... give your ex a reasonable amount of time for lateness, then call. Example: If he's 20 - 30 minutes late, call! (That shows that you are reasonable and give him a little leeway to deal with traffic, etc. Always call, always get his tardiness reported, keep the document they give you in a folder for future use ... and pray you never have to need them for court reasons. Never ever "fight" or "argue" in front of the child. Never ever bad-mouth your ex to the child ... no matter how much you want to! Always tell your child how much you love your child, and due to the lateness ... tell your child .. "I missed you so much!" "I'm so happy you are home". Wishing you lots and lots of luck ...

court. emergency petition. custodial interference.
what you want is for him to be found in contempt of court for ignoring the Judge's custody order.
while this seems mild, after about the third time Judges tend to get testy and order immediate jail [no bail] and a fine. then, a week to a month later, the Judge asks him if he'd like to follow the Court's orders or repeat his jail experience.

since I'm not a lawyer, I know zip about the processes or legal manoeuvering needed to get the Judge to do that.

it all depends on what your custody papers say,if you have full custody then yes call the cops that's what I had to do once. Then call the friend of the court and tell them about the incident so they are informed.Then if he dont listen then restrict his visits.

it sucks but , maybe if daddy has to bail him out enough times either he or the courts will get a clue about the guy

Go pick them up, just because he's acting like a 12 year old doesnt mean you have to. Do your kids hear you guys arguing about it? "im not coming to get them, you bring them here" "oh hell no, you come get them" "im not driving out there for them . . " ugh how horrible.

Call the police and file charges for kidnapping. The police will go to his house and get him.
